Dr. Smith worked with the International Medical Corps in Somalia in 1992. He founded PALM in 1996 after completing a tour of orthopedic programs in Bosnia, South Africa, Mozambique and Angola in cooperation with the International Medical Corps and the International Committee of the Red Cross. Dr. Smith serves on the Victim Assistance Working Group of the International Campaign to Ban Landmines and is a member of the World Health Organization's Informal Working Group on Appropriate Technology for Prosthetics and Orthotics. He lectures frequently on the landmine issue; recently, he delivered an address on guidelines for victim assistance to the First States Parties Conference on Landmine Victim Assistance in Geneva, Switzerland.
A graduate of Duke University, Dr. Smith completed medical school at Georgetown University and residency at Northwestern University and the Rehabilitation Institute of Chicago. A recipient of the Scholl Recognition Award for Rehabilitation Research, Dr. Smith is also a member of American Academy of Physical Medicine and Rehabilitation, the American Congress of Rehabilitation Medicine, the Association of Academic Physiatrists, the Chicago Medical Society, the Illinois State Medical Society, the American Medical Association and the World Medical Association. He has been extensively involved in disability issues through his work with Very Special Arts, The National Organization on Fetal Alcohol Syndrome and The Joseph P. Kennedy, Jr. Foundation.
